Rebecca E. Rhoden

Rebecca Rhoden focuses her practice on litigation and appeals, with a particular emphasis on land use litigation and issues involving the Fair Housing Act. 

In her practice, Rebecca routinely represent developers, both to defend approvals of the permits and orders that are necessary for them to develop their property and to challenge denials of the same. She has significant experience representing clients in the affordable housing industry, including two of the largest affordable housing developers in the region. Many times, these clients face challenges from local governments who throw up roadblocks based upon public pressure. With Rebecca's help, she is able to overcome those roadblocks and develop the much needed housing.

In addition, she has active commercial litigation and appellate practices.  Rebecca helps clients with disputes ranging from contract issues to business “divorces” and she handles appeals at the Circuit Court level, such as petitions for writs of certiorari, the District Court level and recently at the Florida Supreme Court.

Rebecca also provides developers and other clients with legal counsel and representation in Section 70.51 mediations. Her experience in land use and environmental dispute resolutions offers a unique benefit to clients navigating the Florida statutes following denial of a development order, zoning approval or other land use matter around the state.

Rebecca believes that education is a fundamental component of society and that the State College system opens up opportunities for higher education to everyone. As a resident of Seminole County, she has proudly served on the Board of Directors for the Foundation for Seminole State College since 2012, contributing in roles ranging from committee member to past Chair. Seeing the number of lives changed by the opportunities offered by the College is truly inspiring to her.
